Roy began his construction career working for a residential contractor as a house framer’s assistant. There he learned about residential home construction. He also at that time worked with various subcontractors such as masons, plumbers, and electricians.
He later went to work for design engineers as a manual draftsman, learning computer aided drafting while in that position as well as construction surveying.
His next step in the construction industry was working for a major New Jersey Heavy Highway Contractor as a construction surveyor where he made the foray into estimating by performing takeoffs for bids during winter slowdowns. In the busy season he returned to the field and ultimately was brought back into the office to assist in estimating projects full time.
He next went to work for another New Jersey Paving Contractor. He advanced in position from Estimator to Project Manager / Estimator and upon completion of his tenure left them as an Engineering Department Manager. He oversaw multiple millions in construction projects. Additionally, he managed a department of multiple Estimators, Project Managers, Project Engineers, Purchasing Agents, and administrative staff.
Since then, his focus has been HeavyBid and HeavyJob training. He has traveled the globe, physically and remotely working with small and large customers all over the US and in Canada. Internationally, he’s worked with contractors in Germany, Spain, France, Australia and New Zealand.
Just some of the project types he’s bid, won, and/or managed are: Site Development for Residential, Commercial, and Industrial projects, Road Construction, Asphalt Resurfacing and Bridge work for Municipal, County, Turnpike Authority and State. He’s bid and won Design Build projects. He’s also been involved in Design, Build, Operate and Maintain projects. Additionally, he’s helped bid and win electrical, mechanical, and plumbing projects with the HeavyBid estimating program as well as his own spreadsheet based estimating program.
He’s trained contractors in in 47 of the 50 United States (Hawaii, New Mexico and Idaho, he’s looking at you) as well as internationally. He’s worked with contractors working in the Heavy Highway, Site Development, Tunneling, Boring, Striping, Sports Court, Guiderail / Guardrail, Telecomm / Data, State Infrastructure Maintenance, Mechanical, Electrical (Commercial, Industrial, Transmission, Distribution), Plumbing, Slipforming, Rebar, Pipe Cleaning, Specialty Pile Install, and others.
He’s also trained numerous design engineers, major Utility Service providers, County Public Works departments and Educators.
Tony Rollin
HCSS HeavyBid Contract Trainer
Tony Rolin is an HCSS HeavyBid Contract Trainer, HeavyBid Codebook Developer, Civil Engineer and Heavy Civil Estimator.
Tony has been in Heavy Construction for over 30 years. Early in his career, he worked in the field as a union laborer, cement mason and equipment operator, foreman and superintendent. After about 10 years in the field, he transitioned into estimating.
In a few short years, he took over as Director of Heavy/Civil Estimating. He has a very diverse background in Highway, Heavy Civil, Oil/ Gas, Marine and Solar. He was in charge of projects from a <$100k to $500M with a high success rate.
About 5 years ago, Tony began his own consulting business to share his years of experience to help contractor increase efficiency and accuracy.
Hugh McCulloch

Hugh McCulloch is the Principal Consultant of RednyB Consulting, LLC, an HCSS HeavyBid Contract Trainer and a HeavyBid Codebook Developer.
Hugh has over 30 years experience in the infrastructure Construction industry. He’s trained and consulted with hundreds of companies throughout North America, including many of ENR’s top 100 companies.
He’s worked as a design consultant directly for HCSS, as an Estimator for excavation, grading, and utility contractor as well as an Operations Manager for a wastewater treatment construction company.
